This book, "Participatory Process, Platform,
and Practices in Thailand and Vietnam," is the result of collaboration
between King Prajadhipok-s Institute (KPI), Thailand and Ho Chi Minh National
Academy of Politics (HCMA), Vietnam under a Memorandum of Understanding
(2018-2020) on academic cooperation in research, development of training
programs, and other academic services in accordance with the missions of both
organizations.
King Prajadhipok-s Institute is a state
organization under the supervision of the President of the National Assembly
with a mission to undertake research, provide academic services in the form of
training programs, specialist information, consultation, and policy
recommendations, and to promote cooperation among domestic and international
organizations. King Prajadhipok-s Institute, as a leading academic institution,
presents a vision on the development of democracy, governance, and peace to
serve the public interest.Ho Chi Minh National Academy of Politics is an
agency run by the Central Committee of the Communist Party of Vietnam, under
the direct and regular leadership and instruction of the Central Committee-s
Politburo and Secretariat. Ho Chi Minh National Academy of Politics is
considered a national center for training programs for intermediate- and high-ranking
leaders, managers, and researchers in the field of political science. Ho Chi
Minh National Academy of Politics is also known as a national center for
learning about Marxist-Leninist Theory and Ho Chi Minh Thought. The center
provides scientific and practical guidelines on
Party policies and national law, political leadership and administration, and
political science and humanities.
On 27th September, 2019, King Prajadhipok-s
Institute and Ho Chi Minh National Institute of Politics held an academic
seminar on "The People-s Participation in Public Policy Making: Theory and
Practice" at Ho Chi Minh National Academy of Politics, Vietnam. Both
agencies presented several research works and academic articles on public
participation in politics and public administration at the national and local
level. The seminar also provided a platform for discussion to share related
experiences and case studies from many countries. The results of the seminar
are presented in this book. The volume contains ten articles and is divided
into two parts: the people-s participation in Thailand and Vietnam. Knowledge,
experiences, and lessons of public participation in politics and public
administration at both national and local level are shared through this book to
promote the development in both countries.

National Academy of Politics sincerely hope that readers will find the book
"Participatory Process, Platform, and Practices in Thailand and
Vietnam" useful to the study of how policy can help promote the people-s
participation in politics and public administration at both national and local

สถาบันการเมืองแห่งชาติโฮจิมินห์ถือเป็นศูนย์โปรแกรมการฝึกอบรมระดับชาติสำหรับผู้นำระดับกลางถึงระดับสูง

2562 สถาบันพระปกเกล้าและสถาบันการเมืองแห่งชาติโฮจิมินห์ได้จัดสัมมนาวิชาการเรื่อง
"การมีส่วนร่วมของประชาชนในการกำหนดนโยบายสาธารณะ: ทฤษฎีและการปฏิบัติ"
ณ สถาบันการเมืองแห่งชาติโฮจิมินห์ ประเทศเวียดนาม
ทั้งสองหน่วยงานได้นำเสนอผลงานวิจัยและบทความทางวิชาการเกี่ยวกับการมีส่วนร่วมของประชาชนในด้านการเมืองและการบริหารรัฐกิจทั้งในระดับประเทศและระดับท้องถิ่น
การสัมมนายังเป็นเวทีสำหรับการอภิปรายเพื่อแบ่งปันประสบการณ์และกรณีศึกษาที่เกี่ยวข้องจากหลายๆ
ประเทศ ผลการสัมมนาได้ถูกนำเสนอในหนังสือเล่มนี้ ในเล่มประกอบด้วยบทความ 10
บทความแบ่งออกเป็น 2 ส่วน คือ
การมีส่วนร่วมของประชาชนในประเทศไทยและเวียดนาม ความรู้ ประสบการณ์ และบทเรียนของการมีส่วนร่วมของประชาชนในด้านการเมืองและการบริหารรัฐกิจทั้งในระดับชาติและระดับท้องถิ่นได้เผยแพร่ผ่านหนังสือเล่มนี้ เพื่อเป็นการส่งเสริมการพัฒนาของทั้งสองประเทศ
