The
Coronavirus 2019 (COVID-19) outbreak has spread to more than 60 countries worldwide since
March 2020, and analysis has been done concerning how the situation will affect
the global economy and the economies of various countries. Several
institutions estimate that the COVID-19 epidemic will be
more economically damaging than the case of SARS, while the World Bank reports
that COVID-19 is causing intense and sudden shocks that
have brought on broad global economic collapse. For Thailand,
it was found that the economy contracted in the first quarter of 2020 by 1.8 percent compared to a 1.5 percent
expansion in the previous quarter (Q4 / 2019). According to documents from the Office of the National
Economic and Social Development Council, it is forecast that the Thai economics
outlook for 2020 is a decline in the range of 6 to 7 percent due to the severe
economic decline, world trade volume, severe drop in the number of foreign
tourists and income from them, limited conditions arising from a domestic COVID-19 epidemic, and drought.
Thailand
is regarded as having effective measures to slow the spread of COVID-19 and guidelines for reducing social distance in order to reduce exposure and prevent widespread transmission of the
disease. In addition, the Thai government is enforcing a
state of emergency to control the spread of disease and raise the level of
measures to be more intense, including measures to remedy
those affected by the epidemic and measures to control COVID-19. In this regard, institutions that aim to promote and develop
democracy, governance and peaceful means in Thai society see that while
Thailand faces the COVID-19 situation without being able
to predict when the epidemic will end, Thailand s state government,
government agencies, local government organizations, and various
sectors should jointly examine and review past actions to defend and
fight against COVID-19 in order to draw lessons in
management and preparation to cope with future threats.
In
the midst of the battle against the COVID-19 situation,
Thai society has discovered problems in various systems
and at the same time has discovered "cost" that could be used as a foundation of immunity for management, national development, and for projecting various
images. King Prajadhipok s Institute has gathered
knowledge, opinions, views, and analysis by experts,
scholars, and knowledgeable persons who have expertise and
experience in various fields such as political science, public administration,
social science, economics, and education. Thus, these experts can explain phenomena that have occurred in Thai
society in the course of controlling of the spread of
COVID-19 in various dimensions.

the year 2020 "From Crisis to Opportunity for Thai
Society in the COVID-19 Era" to
observe, explain, analyze, and provide academic suggestions for improving and
developing the operations of various aspects of Thai society as a whole. It is sincerely hoped that this book will be useful to
individuals, organizations and people interested in issues related to the
development of economic systems, social development, public administration,
political development, labor systems, social welfare systems, education
systems, and the role of local government organizations in order to consider,
review, and analyze causes and be able to design systems, methods, mechanisms,
tools, and guidelines for the operations of various organizations in Thai
society, which will affect the development of democratic politics and
government in Thailand.
การระบาดของไวรัสโคโรน่า 2019 (โควิด-19) ได้แพร่กระจายไปยังกว่า 60 ประเทศทั่วโลกตั้งแต่เดือนมีนาคม 2563 และได้ทำการวิเคราะห์ว่าสถานการณ์จะส่งผลกระทบต่อเศรษฐกิจโลกและเศรษฐกิจของประเทศต่างๆ อย่างไร สถาบันหลายแห่งคาดการณ์ว่าการระบาดของ COVID-19 จะสร้างความเสียหายทางเศรษฐกิจมากกว่ากรณีของโรคซาร์ส ในขณะที่ธนาคารโลกรายงานว่า COVID-19 ทำให้เกิดความสั่นสะเทือนอย่างรุนแรงและฉับพลันซึ่งนำไปสู่การล่มสลายของเศรษฐกิจโลกในวงกว้าง สำหรับประเทศไทยพบว่าเศรษฐกิจในไตรมาสแรกของปี 2563 หดตัวร้อยละ 1.8 เทียบกับการขยายตัวร้อยละ 1.5 ในไตรมาสก่อนหน้า (ไตรมาส 4/2562) ตามเอกสารของสำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ คาดการณ์ว่าแนวโน้มเศรษฐกิจไทยปี 2563 จะลดลงอยู่ในช่วงร้อยละ 6 ถึงร้อยละ 7 เนื่องจากภาวะเศรษฐกิจตกต่ำอย่างรุนแรง ปริมาณการค้าโลกลดลงอย่างรุนแรงในจำนวนนักท่องเที่ยวและรายได้จากนักท่องเที่ยว เงื่อนไขจำกัดที่เกิดจากการแพร่ระบาดของโรคโควิด-19 ภายในประเทศและภัยแล้ง
ประเทศไทยถือว่ามีมาตรการที่มีประสิทธิภาพในการชะลอการแพร่กระจายของ
COVID-19
และแนวทางในการลดระยะห่างทางสังคม
เพื่อลดการสัมผัสและป้องกันการแพร่ระบาดในวงกว้าง นอกจากนี้
รัฐบาลไทยกำลังบังคับใช้พ.ร.ก.ฉุกเฉินควบคุมการแพร่ระบาดและยกระดับมาตรการให้รุนแรงขึ้น
รวมถึงมาตรการเยียวยาผู้ได้รับผลกระทบจากโรคระบาดและมาตรการควบคุมโรคโควิด-19
ทั้งนี้สถาบันที่มุ่งส่งเสริมและพัฒนาประชาธิปไตย ธรรมาภิบาล
และสันติวิธีในสังคมไทย เห็นว่าในขณะที่ประเทศไทยกำลังเผชิญกับสถานการณ์โควิด-19
โดยไม่สามารถคาดเดาได้ว่าโรคระบาดจะสิ้นสุดเมื่อใด รัฐบาลของไทย หน่วยงานราชการ
ราชการส่วนท้องถิ่น องค์กรและภาคส่วนต่าง ๆ
ควรร่วมกันตรวจสอบและทบทวนการจัดการในอดีตเพื่อป้องกันและต่อสู้กับ COVID-19 เพื่อนำเป็นบทเรียนในการจัดการและเตรียมพร้อมรับมือกับภัยคุกคามในอนาคต
ท่ามกลางการต่อสู้กับสถานการณ์โควิด-19
สังคมไทยได้พบปัญหาในระบบต่างๆ และในขณะเดียวกันได้ค้นพบ "ต้นทุน" ที่สามารถใช้เป็นรากฐานของภูมิคุ้มกันในการจัดการ
การพัฒนาประเทศ และการแสดงภาพต่างๆ สถาบันพระปกเกล้าฯ ได้รวบรวมความรู้ ข้อคิดเห็น
ข้อคิดเห็น และบทวิเคราะห์ โดยผู้เชี่ยวชาญ นักวิชาการ
และผู้ทรงคุณวุฒิที่มีความเชี่ยวชาญและประสบการณ์ในด้านต่างๆ เช่น รัฐศาสตร์ การบริหารรัฐกิจ
สังคมศาสตร์ เศรษฐศาสตร์ และการศึกษา
ดังนั้นผู้เชี่ยวชาญเหล่านี้จึงสามารถอธิบายปรากฏการณ์ที่เกิดขึ้นในสังคมไทยในการควบคุมการแพร่กระจายของ
COVID-19 ในมิติต่างๆ ได้
สถาบันพระปกเกล้าฯ ได้จัดทำรายงานประจำปี KPI 2563 “จากวิกฤตสู่โอกาสของสังคมไทยในยุคโควิด-19” เพื่อสังเกตการณ์ อธิบาย วิเคราะห์ และเสนอแนะทางวิชาการเพื่อพัฒนาและปรับปรุงการดำเนินงานด้านต่างๆ ของสังคมไทย หวังเป็นอย่างยิ่งว่าหนังสือเล่มนี้จะเป็นประโยชน์กับบุคคล องค์กร และผู้สนใจในประเด็นที่เกี่ยวข้องกับการพัฒนาระบบเศรษฐกิจ การพัฒนาสังคม การบริหารรัฐกิจ การพัฒนาการเมือง ระบบแรงงาน ระบบสวัสดิการสังคม ระบบการศึกษา และบทบาทของ องค์กรปกครองส่วนท้องถิ่นเพื่อพิจารณาทบทวนและวิเคราะห์สาเหตุและสามารถออกแบบระบบ วิธีการ กลไก เครื่องมือ และแนวทางปฏิบัติในการดำเนินงานขององค์กรต่างๆ ในสังคมไทย ซึ่งจะส่งผลต่อการพัฒนาการเมืองและการปกครองแบบประชาธิปไตยในประเทศไทย
